Is this build worth it?

I am looking for a new PC for my cousin he doesn't have much to spend and he has seen this https://www.gumtree.com/p/desktop-workstation-pcs/awesome-extreme-spec-gaming-pc-/1183164671

I want to know if its worth it for the price or shall I tell him to get the price down to around 300?

He will be doing upgrades in the future but he just wants something quick to help him with his part time job as a graphic designer. He says he mostly uses After effects and he plays the odd game of GTA and CS:GO when free.

Always see if you can get a better price, £300 would be a steal for that IMO, see if he can get it for £350
