Turn off quick shutdown (or something along those lines), it is a known problem with windows 10.

Yeah. Quick shutdown isn't the real shut down. it's basically hibernation...

But if you do that then Fast Boot is disabled.

Fast startup just pre-loads your drivers so you can load them faster when you start your PC. I use it and it makes my notebook start in a few seconds with my SSHD, but it may aswell cause problems.

About your problem, it can be pretty much anything. Softwares not working properly, drivers not working properly, HDD problems. When did this started? Did you install anything right before this started? Is your HDD fine? Look for some S.M.A.R.T tools to check it's health, I don't remember any on top of my head. Is your PC old? Was it slow before? Is it too full? Are your drivers updated?

Try to turn off fast startup and see if it helps, it may be having problems to pre-load your drivers and get stuck in a loop. If it doesn't help, try to restore your PC to a point where it was working well.

Just to check - have you done as youtube suggests and turned off fast startup? It might actually work. I fixed a win10 pc at work that would say "shutting down" and then log itself right back in as if nothing had happened and turning off fast startup fixed it.

There are lots of ways to turn off your system. I would unplug the power cord. Then reboot windows. As soon as you log in, do a virus check and run a malware scan (download malwarebytes at this point if you do not have it). If you have no viruses etc. DO a system check  sfc /scannow . Then after that check for updates. If there are not any updates available, do a  DISM /Online /Cleanup-Image /RestoreHealth. Then reboot and it should work fine again. Please contact me if you still need more help.

Actually, I have had a very similar issue with shutdown times on Windows 10. My issues were related to Windows creating hibernation files every time I shut down. The way I fixed this was disabling hibernation.

Give it a shot and see if it works.
