Flawed R9 270x

I found a r9 270x vapor on ebay, for about 60 bucks, however it is missing a fan. I have asked the seller if he could run games without throttling or if he had to downclock; he replied saying he can't test fps for any games nor he ever used the gpu for anything other than some video editing. Should i go for it? I am selling my r9 270 to my friend for about 70 bucks, so I am looking for an upgrade. Do keep in mind that I have an athlon x4 860k, anything above r9 280 might be overkill
