I'm suffering from slow as hell Internet speed

Around 3.5 mbps up 7 down. I live in a well developed town (clondalkin) and my friend across the street has way better Internet speeds even though we have the same ips. I think I need to get a new network adapter and cable is out of the question I live with my parents and they are very anti tech any ideas
