EVGA GTX 1070 Issues

Since yesterday my GPU has been giving me low fps. im running all games at 1600x900. before every game gave me 60fps now it gives me 35-46

Or you can use GPU Z. Either works!

Have you tried using DDU to uninstall your driver's then reinstall them from Nvidia?

no but i went on Nvidias website and downloaded a fresh copy and did a clean install

It's best to use DDU to wipe all the drivers off then do a clean install.

it seems like its using cpu's graphic, even thought its plugged into the gpu. and the gpu fans are not spinning.

What game(s) are you playing? What are your computer's specs?

Did you put your DVI/HDMI/Displayport cable into the motherboard or graphics card? It need to be plugged into the graphics card to use its processing power. 

P.S. most cards nowadays won't have their fans spin up until they are under load so checking if your fans are spinning doesn't tell you anything.
