Amd RX 480 low fps

Not sure what's going on with my rx480
I've been getting low 20's to 30 fps on games such as Rust, Arma 3, Slidurs Shaderpack MC, and from what i've seen others are running em 60+ frames...
Heard that the card may draw more power or bottleneck with my cpu, but im not sure. I'm also up to date 16.7.2 with AMD's drivers, heard that updating it may be solve the issue but i havent had any solutions. Maybe it could be my mobo? Not sure, but here are my specs and some pics of power usage.

Specs - 

ASUS M5A99X EVO R2.0 
Amd 8350 running at 4.4GHz
750W gold psu
8gb ram 1866

3dMark test ( http://ow.ly/sMlz302q3ao ) I think that's a pretty good score, but why am I getting such low fps? 
Wattman Graph during 3dstrike ( http://ow.ly/t3s1302q4Es ) Starts when completely spikes up.

Those games are poorly optimized and runs on 1-CPU core, the only fix is to buy the strongest single-threaded CPU you can find (i7-6700K) sadly and even that wont make the game run perfectly so my advice is just let it be or reduce settings...

I had a similar issue a few days ago, it could be your GPU keeps clocking up and down. Go to the gaming\global setting section of the crimson drivers and turn power efficiency off. That did the trick for me.

Yeah i kinda did that already as well, no help whatsoever.

Have you disabled turbo on the CPU and set the clock speeds to turbo speeds or higher? (RAM speed & latency?)

Yeah ever since I overclocked it, it's been off.

your CPU is from another era...what did you expect.

i had one like that and it was clocked at 4.6ghz for gaming and it was holding back my GTX 780 already in MANY games...

There are many games where it work just fine...but there are some games like the ones you've mentionned that are badly optimised and require strong single core performance...the AMD FX cullprit is that it has very low per-core or single-threaded performance which is not what you want for gaming.

They've never been particularily good at gaming, and they never will.
