Upgrading my rig and need CPU advice.

An i5 6500 if you're not looking to OC/budget constrained, paired with a H170 board you can save $50ish depending on mobo quality you desire. A 6600k with a z170 board will squeeze out a bit more with a decent OC

I'm upgrading my GPU to a GTX 1060 (from a 950) and need advice on a budget friendly CPU to upgrade to (currently running an i3-4150).

I'm not sure what I can reasonably afford that won't bottleneck.

Socket type doesn't matter, as I'll be upgrading the mobo too.

I would not recommend FX processors, as they are all so old

If you really want to save some money and not get a new mobo go for a 4690. But I assume you are going to upgrade your board regardless so go with a 6600k or 6600 (locked multiplier version). Since you are on a budget, the 6600 may be a better option as it doesn't require the Z170 chipset, and in turn the boards will be less costly. And the 6600 is $20 cheaper.

If you're more in to gaming I would recommend a i5 6600K but if you want to do editing go with a i7 6700.

If you have the patience to wait Zen is coming so yeah.
