If done incorrectly and haphazardly, yes.

If done correctly, no. Your CPU will likely be outdated by the time it dies from an overclock.

If your really apply a lot of voltage yes, but in general as long as your not pushing it to extreme levels the degradation is marginal as the time it takes for that to occur will render the CPU obsolete.
