Is there a fast way to transfer video files that are about 15 gigs from one computer to another. Both computers are on the same network and both computers are close to a router.

Make a homegroup and transfer through there, you could also use a USB drive.

If they're connected using a 1GB switch you will be able to transfer files at up to ~110MB's per second.

Cloud would take forever, use gigabit LAN connection both ethernet cards and switch/router must be running at gigabit speeds. You could also do it through usb 3.0.

No problem, if you have an external SSD, do what @Enderman said.
