Other cooling solutions?

I know that phase change coolers are a thing but can cause hardware failure due to moisture build-up.
Disregarding cost, are there any other cooling solutions that are practical for a PC that I just don't know about? I'm talking about things are don't require active intervention on the user's end like Liquid Nitrogen cooling.

Peltier coolers, you still need a heatsink though, and you would possibly have to worry about condensation.

Phase is the only practical exotic cooling if you want something more than liquid :P
