Should I buy a ps4 or xbox one or xbox one S in 2017. I am on a budget so scorpio is not in my list.

PS 4 IMO, or get yourself a PC :P 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

ps4 probably because its more powerful than a xbox one unless you really like some of the exclusives on the xbox

Considering it's over a year away why not just save for a Scorpio? It's going to be more powerful than the PlayStation Neo and with Xbox Play Anywhere you will be able to buy the Xbox version and get a Windows version for free.

well phil spencer said that the xbox s wont perform any different than an xbox one so unless you have an 4k tv or and hdr tv the ps4 seems like the best choice atm
