wait for zen , then make a decision . but IMO the 4460 is still plenty powerful for most things including gaming

Well its definitely cheaper to go i7 4790 since you wont need a new mobo for it. but kaby lake SHOULD be a fair bit better than devil's canyon.

When is kabylake supposed to come out?

Q4 2016 Q1 2017, but keep in mind that kabylake is just a skylake refresh and won't give much of a performance increase over skylake. @OP, I would say wait for zen or get a skylake i7 now.
