Is L2TPv3 over IPsec ever used?

I know when and why to use GRE over IPsec, but I can't think of why L2TPv3 over IPsec would be used. Is L2TP just dead in general? I've never personally seen it, but my experience is fairly limited.

 

Or have I misunderstood and L2TP is for an entirely different use case and can't be compared to GRE?

i did use L2TPv3 once, but then moved because i needed overall encryption. Now i use MPLS. 

i dont know if it is dead or not , but it is limited compare to other types of VPN.

I seen it on pfsense that still support L2TP and with that much other devices, especially router and nas , so maybe it is still aplicable to something :)
