In the sense that an LGA 1155 CPU won't work in an LGA 775 socket, yes.

A cpu doesn't fit in a pci-e lane aswell for the power socket doesn't fit in the cpu socket.

If you want to use a CPU you need a compatible motherboard and memory (RAM). For example an i5 4460 requires an LGA 1150 motherboard and DDR3 RAM, while an i5 6600K requires an LGA 1151 motherboard and the RAM it needs depends on the motherboards (usually DDR4, but some can take DDR3)

PCIe slot* PCIe lanes are a component of a PCIe slot.

Those are maximum supported specifications and not required specifications. As long as the os supports it you can even run 1 GB ram with a 6950X.
