if i have a i5 4670k and i upgraded to a 4790k would i see any differences?

Things might render ~40 to 50% faster, but I suspect you'll see zero difference in games.  At least for now.  Once day when many games can use 8 threads and your CPU is actually a bottleneck, it will help, but today?  No.

i thought GTA V and minecraft could handle higher end cpus

GTA V is rather CPU intensive, relatively speaking.  Here you can see a test that was done comparing many different CPUs:

 

 

Keep in mind however that they are using a Titan X.  This allows them to throw so much GPU power at the game that the GPU is no longer a bottleneck, and what happens then?  You get a CPU bottleneck (surprise surprise :P).  What I'm saying is this test shows the i7 doing a little better, but the test was designed to make it look better, so keep that in mind :)  In a realistic scenario you won't see as much of a difference.

In some scenes 5 or maybe even 10 rarely.  In most scenes, more like 0.  Just watch the video ;) 

And that's a pretty CPU-heavy game in a scenario designed to show CPU differences.  In any other game you'll be just fine, trust me! :)

Hm... let's see... ok, why do you want the latest thing?  Is it going to be faster?  More importantly, will you notice how much faster it is?  In this case the answer is "no".  So again, why do you want it?  Just for the sake of it? ;)  Think of what else you could spend that on now or in the future.  There's no reason for you to upgrade right now :)

so instead of a 1080ti or 4790k i could get a new monitor? would you upgrade a 10 year old 18 inch monitor that is very dark even at full brightness?

also i like having the latest thing because alot of people are talking about it and i want a system faster then my schools. my school has core duos with 2gb ram and has a boot time of 2 minutes.

Well you're already a few orders of magnitude better than the school computers so don't worry about that! :P 

 

Yes, actually that monitor upgrade sounds like a great idea!  There's been a lot of progress in that space in 10 years, and that is something I think you would really notice and appreciate.  Just don't go crazy and choose a resolution so high you'll feel like you need 1080 Ti SLI to drive it :D

Personally I would do 1080p or 1440p, depending on the settings you are used to, and how long you want to wait before your next monitor and GPU upgrade.  You could get a 4K monitor if you really want, but if you did that I think you'd end up running a lot of games at 1080p anyway, which isn't so bad considering the 4:1 nature of those two resolutions, but it's something to think about.  Maybe consider a 1080p ultra-wide (2560 x 1080)?

I'd make a new thread in the Displays section about looking for a new monitor.  I don't have much personal experience with a wide variety, and I don't know a lot of models and their specs off the top of my head.  While you are waiting for replies, maybe read through the first link my sig just to get up to speed on the technical stuff so you know what to look for, what doesn't matter, and can tell when people use the wrong term for something :P
