Hi! A while back I used this forum to help me get a computer going, and it's great. But there's an issue I've been having. My drivers are up to date, I'm running an I-5 4460 at 3.3 GHZ, so now that's out of the way the issue I'm having:

its not as good as it should be! I knew that the R9 280 wouldn't be a powerhouse, but while playing Borderlands 2 (not the most intense game, graphically) I get 30-11 FPS. That just doesn't make sense to me. I've looked into over clocking, which lead me to afterburners, which shows that while running a game my GPU is only using 23%-44% of its capability. 

 

Tldr: graphics card seems to be throttling for no reason, any ideas and more specifically wood an overclock help me out?

overclock won't help you. use GPUZ to reinstall GPU bios

Download MSI Afterburner, play a game for a bit

 

Could you post screenshots of all the graphs? (it will take several screenshots)

 

I suspect your CPU is the bottleneck, but the graphs will tell us for sure

If it IS your CPU, overclocking would help, but it seems you don't have an OCable CPU

hmm that is actually fine. Should not be throttling until about 80 degrees celsius ish. I would try the bios reflash or driver reinstall

Nope his CPU is capable of handling even a 980 Ti or Fury X.

Intel hasn't really "leaped" in terms of performance ever since Ivy. TDP/iGPU wise yes they have but Core Performance? Not so much. I'm hoping Zen will destroy/nearly destroy Skylake/Haswell Refresh so Intel will do something about it.

Yeah that's what I thought- usage for CPU is hovering at around 50% under load
