It'll be able to play 4K games but no one knows how well. We just know what Nvidia has told us so far. Real specs and performance has yet to be released. We just know it's "faster" than 980ti and has 8GB of VRAM

GTX 1080 is nearly double the power of a 980 (not ti), and if the 1070 is going to be near half the price I'd say the 1070 will be close in performance to maybe a 980 or 980Ti.  There are some "specs" for the 1080 at this link http://www.geforce.com/hardware/10series/geforce-gtx-1080 I know it is irrelevant but if they're releasing this card at the same price as some of their modern flagships with double performance, I can't imagine they would step the 1070 down below any of those cards.

**this is pure speculation and is not definite**

Yes it will be able to run games at 4K.

The only question is, how many FPS will it be able to deliver.

Probbably between 5 and 120 FPS :P

We have no idea how powerfull that GPU will be.

I hope it will have 2048 cuda cores at 2100MHz OC mode. But nvidia didn't give any informations regarding 1070 yet, except that it will have 8GB DDR5 ram.
