I have, wanted to go with the Noctuas based on all the recommendations, and once the LTT editions came out I snapped some up.  Some of those Phanteks fans are pretty sharp though

NF-F12's are louder and perform better and NF-S12A's have a very low lower limit on noise. 

If you're getting a beefy aftermarket heatsink for your graphics card already, either would be fine for performance with the F12 leaving more thermal headroom for oc'ing. It also depends on how much power your graphics card pulls.

Do you know how the fans are normally powered when mounted on the GPU? Do you use PWM to the mobo?

There are adapters for plugging a case fan into the graphics card fan header. You can also just plug it into your motherboard or power supply.

Just order some noctuas from Amazon, the prices from USD to SGD but worth it since the performance will be perfect for the air circulations in my case
