If your ISP has dynamic IP addresses then sometimes restarting your router is enough to change your IP...Maybe building a firewall or setting up a server that filter's the requests?

As long as his ISP uses Dynamic IP addresses...but it's useless anyway...

 

 

A firewall in this case is useless because they requests will still hit his connection, the firewall will just not allow it to go beyond that.

Not that this helps, but it's most likely a DOS attack, not a DDOS, unless he commands a vast botnet ;)

ISPs don't use static IPs unless you pay for it.  And if that is the case, he can just call his IP and change it.

Actually, from my experience,  if the person isn't online, it just gives a random ip address or an ip address for skype's server...

Where do you live? Usually, reporting him to the police for denial of service attacks with sufficient evidence is enough to get him in a lot of trouble...but probably no compensation or anything unless he's done $5000 worth of damage...
