Wattage PSU/UPS Question?

That's how much power it draws from the wall. It's 280W in that very moment, not in an hour or so. Watt is a measure of power flow, rather than power per hour. 

 

Bear in mind that a PSU will pull more from the wall than what the system is actually using, due to the energy that is lost as heat (PSUs aren't perfectly efficient), so go for a UPS that's comfortably above what your PSU draws.

In my area we are constantly getting Thunderstorms and i have to shut down my computer to be safe with the lighting possibly surging the house...So i want a good $150-$250 ups that can run just my desktop and monitor on like youtube/Word processor for about 30 minuets to an hour....so i can at least finish a few more minuets of work.

So i'm wondering...According to the cooler master psu calculator i'm only using like 280 watts of my 550 Power supply....But exactly how often dose my computer use that full 280? 280 watts per hour? Minuet? Therefore i can do the math on watts to choose a good psu 

 

You don't need to explain how under loan it uses more wattage...As i said i would only be using youtube or word processor

As mentioned it's at the very moment for the wattage, and in terms of run time most UPS have graphs that give the duration of battery backup based on wattage/load, only thing is not many units can sustain full load for longer than a few minutes unless you get an oversized UPS or one that has an extended battery or run time, which do cost more in both situations.
