Not Getting 60 FPS in GTA V

So my gaming rig is a Core i5 6600K @ 4.5GHz, and not overclocked EVGA GeForce GTX 960 SSC with 4GB of VRAM. (I tried to overclock it, but causes the system to crash), 8GBs of RAM (Will be upgraded to 16 eventually), A Asus Sabertooth Z170 Mark I motherboard, and Windows 10 Home. So at first when I played GTA V, I was getting 60FPS. But it kept on stuttering. So putting VSync on half fixed the problem (No Vscync just makes the game's performance horrible in my experience, it even slows down when looking thought the pause menu). Now, I'm only getting 30FPS. I know my GPU isn't overheating. And I'm not using all of my VRAM (I'm using about 3GBs). And when I play this game, that is the only app I have running aside from some utilities. Any tips on getting more frames?

What is the refresh rate of your panel?

Putting Vsync on half locks you into 30FPS, unless you're using a high refresh monitor

If it's 60Hz, and V-Sync is set to half, then the max frame rate possible would be 30FPS.

I set it back to full Vsync, and it seems to do better then it did before. Sometimes it's okay, sometimes it isn't.

Can you open up MSI Afterburner and check your temps and core clockspeeds during play?

I know what it does. But I didn't know putting it in half can lower your framrate.

That's exactly what V-Sync at half does. It locks the frame rate to half of your monitor's refresh rate.

well vsync just locks your FPS at your monitors refresh rate.

I'm pretty sure that what's happening is you're overestimating your 960 and using unrealistic settings. What settings are you using?

Lower your settings and enable Adaptive Vsync in Nvidia Control panel.

With vsync you'll drop to 30fps when you're card can't handle 60fps.

With adaptive vsync you'll get vsync when you're card can handle it, and when it drops below 60fps you'll get tearing which is still a ton better then 30fps.

Check your CPU temps. I have a 4790K and a GTX 980 but I was still stuttering. I used to have a dodgy Corsair H80i cooler but after I swapped over to H110i GTX I saw a massive improvement. The issue was CPU temps without a doubt, because my temps would reach around 80 degrees Celsius, now it's at around 65-70 and it's just buttery smooth all around.
