As a brit, I have always been confused by your tv show times 

, for example  9/8c for the walking dead, dafuq does this mean

It's obvious. 9 out of 8 Celsiuses enjoyed the dead walking.

9/8c means 9pm pacific / 8pm central

 

whats annoying .. live tv isn't really live tv unless you live on the east coast which is 3 hours ahead of the west coast and even then broadcasts is delayed 10minutes to allow for quick censor editing

I believe that it is 9PM Eastern 8PM Central Pacific is later in the US it goes Eastern (-500) Central (-600) Mountain (-700) Pacific (-800)

It's 9PM Eastern, 8PM Central. We have a few time zones here...
