Also make sure your command prompt is elevated (administrator) else it will just yell with access denied.

It's spewing out "the parameter is incorrect" error messages at me

That correct?

I'd say thats one step ahead, try stopping OneSyncSvc_Session1 again, if it doesnt work, I have a backup plan, but test it out first if you can shutdown properly.

Though if it happens again, another alternative is tinkering with the registry.

When I shut down again last night the tower hung. I looked into the event log and there were no errors right before shutdown. 

There was this however in the admin events section which occurred right before shutdown:

@ModuleLFS When I was in the bios I noticed that the fastboot option was enabled even though I disabled it weeks ago. This is like the third time that I have noticed some of the bios options resetting.

Event viewer is your best friend. 

I'm hoping if it updates it might fix those damn problems.

@PhoenixArising Try this http://www.thewindowsclub.com/error-code-0x8024001e-this-application-wasnt-installed

This method will most likely wipe out updates and will force it to re-update everything. Lets say it unclogs windows update's drain.
