Should I use a new skylake i5 6600k of a haswell 4690k? I want to over clock for sure but I am up for any other options too

Sure, I don't see why not.

If you are building a brand new computer then you may as well go for the latest out there otherwise your pc will just become obsolete quicker

Its the newest architecture, though you won't expect a huge performance increase over the 4690k

I believe the 6600k has better single core performance though

 

Where I live the price diference is 7$ USD

if its not too much more expensive the 6600k is worth it

Really depends on how much you want to spend.  If money isn't really a factor then go for the 6600k.

I'm impressed with the 6600k I purchased, granted I have no experience with the 4690k and it could be just as good... My 6600k hit 4.7ghz quite easily and outperformed my old i7 3770 in cinebench by quite a large margin

 

Get the best you can afford for your situation.  Thats really the general rule as far as I'm concerned. If saving a few bucks getting a 4690k will let you get a better graphics card or something.. nothing wrong with going that route.
