Using Older iOS on Certain iPhone 4

I plan to buy a iPhone 4 with the intention on downgrading to iOS 4 or 5. Let's say the iPhone 4 came with iOS 6, and I want to put iOS 5 on it, can I do that, or is the iPhone locked to iOS 6 and above. The reason why I plan to do this is because I want to experience older versions of iOS.

you cannot downgrade after apple stops signing the version.
