Help Choosing Speakers

So i need a pair of speakers (Soundbars or just the traditional design). Need to be able to fit on desk and under $45. The only problem i've been having is that i dont know what to look for. Does the wattage matter? If you know of a good speaker feel free to suggest.

Keep saving and do without for a while and then get the 2500's you can get them on sale or open box sometimes at a well reduced price.

I'm sure those look awesome but i can guarantee u whatever Chinese company who makes those doesn't care about sound quality
