500W GPU enough?

It's too close to 500W. Your PSU would perhaps run into heat or even stable power delivery issues. Step up to 650W and you'll be fine with room to spare for anything else.

I'm going to buy this a system with an i5 4690K that I hope to overclock to at least 4.5ghz, a gtx 980ti reference card from MSI, 8gb DDR3-1600 RAM, SSD and 7200rpm HDD. PCpartpicker says it will use 481W, but people I am talking to recommend I get a 650W PSU instead of a 500W one. Is 500w enough for gaming with these specs?

Mediocre 500W? - no

Depends on what kind of psu it is. If it's cheap, don't do it.

If it's a decent one, then go 4 it, you will be fine.

get a new PSU, it's cutting it :/
