Mod mic or if you want a really cheap mic then a zalman clip on mic will do. Its around $10

modmic IF you can stretch your budget to around 35-50$ to cover the shipping as well. If not Zalman clip on mic is great for $9

If it's got to be $25 or under, something like a Logitech USB desktop mic would be decent if you have the space for it on your desk for Skype and such. As for commentaries, I remember d0n7bl1nk on YouTube has mentioned that he uses one of these to commentate on his BF3 gameplay and it sounds alright.

 

Shame that Logitech apparently has discontinued them, though :/
