Ok, so my buddy has an R9 280X which has been giving him crashes and artefacts lately so he didn't use it anymore and since he's in a student home, they don't have an oven, so he asked me to bake it, hoping that will fix it. I did the usual i do and then put it back together and test it, it started out fine, tho the card has a very very bad coil whine, sounds like electricity is jumping around or something is frying (like when you fry eggs or bacon). So it works fine sometimes, the driver does crash from time to time and even that's a maybe, i started up Heaven and after a minute the screen showed artefacts, then a back screen and then back to normal, but since i was using MSI afterburner to monitor and adjust voltages, i saw that when the driver recovered, MSI showed that the voltage spiked up to 1200mV, which is a lot considering that the minimum is on 850 and i set it's max to 950. Also when it does that, the coil whine is there for those few seconds then it's gone. The default voltage was on 1144mV, that's why i was setting it lower to see if that was the issue.

Any thoughts? Can it still be used as a secondary card in CF?

Preheat the oven to 200°C, put the card in on 4 aluminium foil balls and leave it in for 10min, then leave it to cool for 30min and it can fix it. It reflows the solder on the card and may fix a lot of things, tho those cards can die again a few months, i did bring back to life 5 cards with this method, no issues anymore on those cards. You can easily google it and you'll see, it's not a 100% fix, but can work if you're card is showing artefacts/not showing a picture at all and it's not under warranty or the warranty doesn't cover it.

isnt there a chance the solder would just go screw shit up tho? like short circuting some stuff, i can see how it might help but i would never do that to one of my cards, also some plastic might melt or warp doing that

Many cards, motherboards etc. go trough a phase like this before they are assembled since it's easier than to inspect every card for faulty soldering. Tho it's different there ofc, but the idea is the same. Most of the plastic that would melt is removed anyway, the I/O connectors won't melt, the only thing that can deform a bit is the fan connector and any stickers on the card can turn a bit yellow, but that doesn't matter. Nothing can just melt or burst into flames, unless you forgot to remove it.
