How to tell if peak power draw is higher than psu amount

Doesn't matter if they are new. They can be faulty right out of the box. Warranty may not be void. Which 390x's are they? (what brand?)

this is the second system they have been in,

they were fine in the 1st system

Even so, it may be worth a shot to request an RMA. What did you do? Remove the heatsink?

They can fail for various reasons at any time. They are very sensitive and complex electronic components.

 

Warranty still may not be void. Many companies allow you to remove the cooler but request that you properly re-install the stock cooler (with thermal paste) when you return them for RMA. If it's not obvious you have taken them apart, they won't know. 

 

However, if there's a warranty sticker over one of the screws you had to remove, yes, then the warranty is void.

Yep, it's voided. 

 

All we can tell you now is to use one card (the good one) for now until you can buy another to replace the bad one.

They do have dual BIOS. Try flipping the switch and testing it again.
