Budget PC for sisters birthday

Building a budget computer for City Skylines and Sims 4 for my sisters birthday. Is this system overkill? I've heard that the PSU runs load, if that is true suggest another PSU.

i think this is better but u can change a couple things around

So what's your budget? If it's closer to 400 then you'll want an i3 + 380
