First of all my computer specs:

Intel Core i5 4460 

16 GB of Corsair DDR3 memory

1 TB HD

GTX980 Ti

Windows 10,64 bit version

 

So let's get down to the issue.I am getting very high CPU usage while gaming and my GPU load is never over 60%.So I got the CPU and GPU a couple of months back and at the time I was running Windows 7.I ran some benchmarks and played some games and everything seemed great I even checked my FPS on a couple of games and on some games I was getting over 100 FPS even with 1440p resolution.Now a couple of weeks ago I started playing Squad(EA game on Steam) and I also wanted to stream it on Twitch so I got OBS working and so on(still Windows 7).So I started the game and FPS Is like around 90 in the main menu with things maxed out and then I jump into a game and it goes to 30 FPS which was crazy.I jump out of the game to check what the hell is going on and notice my GPU is only at 33% usage.I ran Playclaw on the game to see what exactly was going on and I see my CPU getting to 70,then 80 and even hitting 90% usage and Squad takes the around 90% of the CPU usage.So,okay I was sitting there thinking it might be just from this single game but no..I went into another one and again the same thing-low GPU usage and HIGH CPU usage.I am there saying to myself that there is no way this is bottleneck because I have played games normally before and getting above 100 frames on some.I should also mention that when this issue first happened I also got some weird trouble with my PC.So I wanted to boot it up one time and when I turned on my PC,it was just stuck at the Asrock motherboard logo(I own the Asrock Z97x Killer MB) and on my MB there was a red light going off.I checked it out and it turns out to be the BIOS selection light because the MB supports DUAL BIOS but the problem is it was never on before.It was never glowing,EVER.I decided it might be something wrong with my first bios so I switched to the second one and ran into the same issue.I was horrified.I tried pulling out the memory to check if something had happened to it but it seems fine,checked my HDD and SSD and everything appeared normal.There was some dust in my PC but it wasn't that much.

 

So now-no matter which game I play,I also get high CPU usage and LOW Gpu usage but not in the main menu,just when the actual gameplay begins.

I also don't know why that red light was on and I was able to bypass it by plugging out the PSU and then plugging it back in.

I have done a CMOS clear on my MB and still don't know if the issue will persist.

 

Well that is all the information I have,please tell me what to do.

OBS is a cpu hog.

In which games? I'm sorry but it's 3AM and your post is a wall of text. Very difficult to sift through.

If you use GeForce Experience its will help optimize your game settings. Also, when gaming open task manager to see what is hogging the cpu because it might not be the game.

I saw it was the game,65% on Squad and even got to 72% when playing Darksiders 2..

The problem is I reinstalled my windows like 3 days ago and the issue still persist.Could a virus be lurking even after fresh new windows was installed?!

I have no idea, but its unlikely. can you upgrade to win10 & see if its still happening.

Okay so quick update-I took out my GTX980 Ti from my main computer and placed it in my old PC which has a i5 4570k inside.Put fresh windows 10 and got to do some testing,played some Warhammer Eternal Crusade and the same thing happens-over 80% CPU usage,low FPS and low GPU usage?!Could this be because of the GPU?Something to do with Nvidia drivers?I saw a patch note from Nvidia before with GeForce Experience that they had fixed an issue causing high CPU usage on some PC..what could this be?!

You know what is the weird part..I also placed my old GTX 760 inside my new PC rig with the 4460 inside..started Warhammer..same issue..I am going crazy here..Can't explain what is going on?!This is the weirdest thing to ever happen to me.I mean how the hell is it even possible?!

that's why an unlocked core i7 is better for gaming

the titles you've mentioned in this thread so far are pretty much all CPU heavy titles, CPU bound stuff built on old game engines...that's why your GPU load is low.

When you try more modern stuff you'll see your GPU usage go up, but sad news your CPU load will remain high (even higher in the witcher 3 or GTA 5 for example) and it WILL still be a bottleneck in some games where it should not be (mostly modern open world games for example)

I have played Witcher 3 on this PC and was getting 30-40% running it maxed out.I have no idea what to think anymore.It's just so weird all of the games I have tried have the same issue and even when I reversed graphics cards and switched CPU's.I am starting to think there is much deeper issue here.

maybe you have a virus or malware that is eating up your ressources? what does your CPU utilisation looks like on idle?
