Noiseblocker? Or BeQuiet! or Noctua fans are fairly silent and reasonably well performing.

Is the stock fan too loud? Have you tried lowering fan speeds?

If it's connected to your motherboard, you should be able to change the fan speeds in the bios and/or through software like SpeedFan.

SpeedFan should work just fine.

Well there's your problem. SpeedFan won't automatically change your settings for you.

I have 2 Antec TrueQuiet 120mm fans, and at LOW setting (600rpm) are completely silent. At HI (1200rpm) they're barely audible. The only con is they're 3 pins, so no PWM. I like them.

I'm selling a 140mm Silent Wings 2 fan if you'd be interested in buying that :P  it's not used yet but I did open it...realising it was too big for my PC lol.

I have 2 of these on a h100i, they are silent upto around 1100 RPM,

 

They don't get noisy above that really either, and the noise they make is a pleasant hushed humming sound at high RPM.

 

They are expensive, but they are a quality fan.
