Help! Removed gpu and reinstalled it. Computer cant boot past starting windows screen!

Specs are:

CPU: AMD FX-9590

SSD: Samsung 840 Pro 120 GB SSD

Water Cooler: Seidon 280L CoolerMaster Liquid CPU Cooler

Memory: 2x4GB Corsair Memory

Motherboard: Gigabyte 990FXA-UD3 AM3+ rev 4.0

Video Card: R9 280x 3GB

Case:Coolermaster Cosmos II Ultra Tower Black Edition

Power Supply: Coolermaster GXII 750W 80+ Bronze

I removed the gpu and reinstalled it.

PC doesn't boot past windows starting screen. Other times, doesn't show screen and it just stays black.

Did I damage something? I don't see any scratches on motherboard.

I insert it into pci 16 slot. I tried different ones. Still has problems.

Another thing to note is that my pc makes the regular powerup noise, then it goes silent and then it starts making the continuous loud sound. This is the black screen problem

If lucky, it shows up to window startup damaged files screen and I start windows normally.

The computer just shuts off. Even choosing other option.

Please help :( Power supply fan and all looks okay.

Fans aren't clogged and are spinning as usual.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

...why did you remove the gpu? Did you make sure all power cables are correctly inserted? Where did you place the gpu after you removed it?

Don't ask to ask, just ask... please 🤨

sudo chmod -R 000 /*

I removed it since I was going to sell it. Didn't work out so I placed it back in. I placed it in the anitstatic bag.

I checked 10 times on power cables. I've been at this for 2 days now

And that can cause it to stop? My os is on my ssd and I checked that a lot. Nothing wrong with it.

Once you open them antistatic bags are useless, in fact you get a higher risk of static inside them.

It could still be that your power supply is dead, so if you have any way of checking that do so. Otherwise I'm afraid you killed it.

Thanks for helping out btw.

For gpu, no way is that the problem. I used two gpus. Also have a gtx 980. The gpu is working fine. Fans spinning and poers on. Display shows before shutting down.

How do I check the power supply? Do I need to find a tester and pay for the test?

If so, I might as well just sell the parts. I'm close to giving up on this.

if the 980 works the power supply works. That means the 280x is dead.

No. 980 does not work. It has the same results as the r9 280x.

Both boot up. Both fans spin. Nothing wrong with gpus.

Ok, then it's probably the power supply or the motherboard. Most likely the power supply.
