Need help with my CS:GO, didn't know where else to go for help.

Guys I need so much damn help. I recently built a new PC. I have solid specs. 4690, r9 380, 8gb crucial ballistix, 212 evo. Everything runs cool, and I can run battlefield 4 at well north of 60 fps. The specs are not the problem, now lets move past that. Every time i start the game, things are pretty solid, except when changing screens/tabs the game will stutter sometimes. I am on windows 10 so I feel like this could be the main issue, but every time I load up a game (even the weapons course), my game will freeze at the loading screen. I have not waited long enough to see if it crashes, but it definitely freezes and doesnt budge. It does work if I ctrl+alt+del and then tab back into the game, but that is extremely annoying. I have looked up many tutorials on youtube, and nothing works. I have tried deleting the exe and then verifying game cache. I have tried disabling the html motd in the config file. I have tried running it in windows 7 compatibility and xp service pack 2 compatibility. I have tried running it with absolutely no compatibility and no check marks in the compatibility tab of properties. I have tried combinations of these things. Nothing seems to work. Someone please save me on this, I am desperate. Cant get help on steam forums, or anywhere i try.

If it was a bad PSU there would be no way he could play Battlefield 4 for longer than 30 minutes.

I am running this on an SSD. Everything is brand new. I have stress tested everything. Keep in mind i can still run any other non-valve game perfectly fine and without any issues. I have an evga 650w 80+ gold psu, so that is not the issue. Trust me it is an issue with the game and its compatibility with windows 10.

Try deleting the entire game and reinstalling it.

Reinstall the game

Tried that. Trust me I have tried almost everything that I have come across. I am really hoping for some miracle fix, or something that I havent tried that is simple and non-sketchy

I run into the same issue on my laptop which has a 970m and a 4720hq along with 16 gb of ram and an ssd drive. Also windows 10.

Yeah I do. I am on windows 10, so the OS takes care of all drivers, but i double check all the main ones just in case. Everything is up to date.
