When I render a video in Sony vegas pro 13 my CPU jumps up to almost 100 in the task manager is this a normal thing or is there something wierd going on?

You're fine, you wan't to be using 100 percent of your CPU.

It's normal. Rendering utilizes as many hardware resources as possible.

rendering a video can be very demanding on you computer it is normal

Its sort of the point. Rendering is a very intensive task, hence the reason people get better processors for video rendering.

It uses all the CPU power to render it as fast as possible

100% normal!! Should be using 99-100% of ur CPU especially when rendering! Just make sure it stays cool
