New 6600k build Lagging behind

Got it fixed last night,turns out it was something with the turbo as when he overclocked it a bit it went from 35avg to 120avg.

So today my brother built a new pc and so far it isn't performing nearly as well as it should(Around 35fps in World of Tanks and pretty low firestrike scores).

Specs below

 

I5 6600k

Gigabyte G1 sniper z170(latest bios)

Asus gtx 970 strix

16gb of Corsair Dominator Platinum 2666

250gb samsung 850 evo

 

Any ideas on why it's performing so badly would be appreciated as a few months ago he was a die hard amd fan and might be a little disappointed with the new build only barely performing better than the fx6300 he had before(and worse in World of Tanks).

Game settings maybe? Why would you think it's a CPU and not a GPU issue?

Same gpu was in his fx6300 system and got better framerate with stock clocks

Please post a link to his firestrike results page. That will help to narrow down the cause.
