Budget?

 

If you have no budget, NH-D15 for air cooling, and a 240mm rad AiO.

Okay then. If you can't fit a tall cooler, your best option for $100 would be a single rad cooler, or find a double rad (240mm) on sale. Typically, tall heat sinks perform better than a single rad, but if it doesn't fit in your case I wouldn't bother with a short cooler. Especially if you're overclocking.
