I apologize in advance if this is in the wrong forum if it is please tell me and I will delete and move accordingly, but to start I would like to say I am an avid gamer and have my main rig set up, but I had some friends over so I dug out my old mac to see what it would run and as I had thought it ran everything quite terribly so I was wondering if there would be any point in putting an sad or more ram in or the whole computer is just bottlenecked by the cpu?

An ssd will be helpful and more ram may be helpful, but it won't improve gaming performance.

you still could run Windows on it

SSD and RAM only improve the desktop experience

but the GPU is a DX10 GPU

This. For a laptop this old, it's not gonna have a gaming impact.

For some odd reason though, Driver San Francisco runs far better on my SSD than my hard drive, granting me around a 15fps boost from ~30 at 720p closer to ~45 at 720p.

Going to guess that Drive streams in content on-the-fly because it's an open-world sandbox style game like the GTA series?

The way Driver San Francisco's engine works is odd. Yes, it streams the content on the fly, however, since it was built around the limitations of the PS3 and Xbox 360, content streaming and all, standard laptop hard drives don't have any issues playing the game.
