How to delete these files?

I found the solution off of reddit. I used this program http://www.iobit.com/en/iobit-unlocker.php#

Use the Disk Cleanup tool that Windows offers, that the easiest way to clean up temp files.

Try using CCleaner or Microsoft's included Disk Cleanup tool.

windows+R = type %temp% and hit enter 
delete everything from it.

Try using CCleaner or Microsoft's included Disk Cleanup tool.

 

CCleaner is good too.
