My friend wants to do video editing and gaming such as BF3 at 1080p.

So far he has not told me what kind of budget he has, but is ok with this current price point. Don't worry about peripherals that aren't mentioned here. CPU overclocking is not needed here, no mention of colour scheme, no need for SLI or Xfire

Going to want a larger psu for that gpu.

An AMD cpu has no place in a solely gaming build, end of.

I would get a better monitor, like something 1440p to put that 390 to work.

why?

An R9 390 would be cutting it very close to the 500w limit.

I'd get an NIVIDA card for the CUDA acceleration. I'd also suggest a 4790K higher clock speed and only $40 more (unless you have a near by Microcenter where you can get it for $299) Also GET A COOLER, I used my 4790K for about 2 weeks with a stock cooler and my temps while rendering and exporting were up into the 80's.

System: i7 4790K, Hyper 212 EVO, 16 GB Crucial Ballistix, GTX 1070 Super clocked, MSI Z97S SLI Krait Edition, Corsair RM 750, Corsair 750D (with 2 additional 140mm NZXT fans up top for exhaust.)

Does a 970 justify the higher price tag?

Also he said that CPU overclocking isn't necessary, he doesn't know how to CPU overclock and I doubt either of us will do it

I could run 295x2 on a 500W power supply, given it is an actual good quality unit and not of the likes of CX

Ehhhh...that PSU is not known for reliability...(evga 600B), you're better off with something from Seasonic or XFX (uses Seasonic OEMs) but if you want a EVGA psu then you really do need to get something like a 650w G2 or something around that.

actually only thing I could suggest would be trying to get 4790 there instead, it shouldn't cost any much more and has a higher turbo boost

yes sorry, I like my evo and this may just be because I poorly applied the thermal paste but my temps have gone to 75 during a render and export but the Evo is one of the most recommended coolers

 

EDIT: I came to my current build from an AMD FX8320, 8GB of RAM and GTX 780. My gaming performance on my intel system is superb and my video production workflow has only sped up 

 

EDIT EDIT: The 212 EVO isn't "silent" but I have 2 fans on mine and it certainly is not "loud"

Well this is inside an R5, so one of the quietest cases and I'll use speed fan to turn the CPU fan and case fans' speed down
