Turbo clock lower after turning off power saving features and increasing...

Turbo clock lower after turning off power saving features and increasing allowed voltage in BIOS? I'm not really complaining because they're my best scores but they're still lower, did I get my CPU to run all four cores at higher clocks but single ones at lower ones?
