Cant get to BIOS when new 980ti gpu is installed

After i upgraded from my old gtx670 to a 980ti my computer began to have extremely slow boot times. I have tried disabling the geforce experience apps on from startup, uninstalled geforce experience, and made sure it and my other hardware had the newest drivers. However when I tried to enter the bios to update/flash it I am now sent to a black screen when my 980ti is instlalled. Im unsure what else could be causing the slow boot time aside from the gpu or mobo bios. Also once the 980ti is installed in addition to all of my other external drives ive had the occasional on...off for a few seconds...then on to boot rituals.

Is my motherboard just too old to work with my 980Ti?

Am I straining the psu?
