Has Jelly Bean already come to the Motorola Razr HD?

Hello everyone. I've recently bought a Motorola Razr HD which is a very good phone in my opinion. I really don't have many complaints about it other than Motorola said that They would be rolling out an update to upgrade from Ice cream sandwich (Android version 4.0) to Jelly Bean (Android version 4.1). A few websites say it has already been rolled out, however when I go to the settings>about phone>system updates it says that the phone is up to date (currently running android 4.0.4). Could it be because of my carrier? Or the fact that I don't live in the United States? I was hoping I would get jelly bean after I bought it, I guess my research wasn't thorough enough. Any help would be greatly appreciated. Have a nice day :)
