Its over my budget and doesnt look good on an mini itx board

You won't get anything that's black and nice and performs good and is under 20 euros. If you're just looking for a black fan, take the sticker off the stock cooler.

does anybody know of a good looking BLACK cpu cooler that is under 20 euros?

While I have No clue if CRYORIG is available in your area, or if it's under your listed price, the CRYORIG M9i would fit what you describe.

While I have No clue if CRYORIG is available in your area, or if it's under your listed price, the CRYORIG M9i would fit what you describe.

The top plate may be black but the heatsink itself is silver.

Cryorig M9 or H7. H7 has a black top and fan frame, but the fan blades are white, and it but performs better than the 212 EVO, might slightly exceeed the budget though

M9 is as pictured in @Weakk1ing's post.
