Odd Stuttering w/ GTX 970

It could just be an internet bandwidth issue, but it doesn't seem super likely. 

I have a GTX 970 SC powering a 1080p hdmi monitor and a 1366x768 vga monitor via a DVI adapter. If I'm streaming Hulu on the one display and doing something else on the other monitor, the Hulu stream will sometimes stutter. Oddly enough, running the Hulu stream also causes my GPU to run maxed out at 1366MHz and 1.2V. 

Any ideas why this may be?

I've seen a similar issue with a friend's PC. Turned out to be Hardware Acceleration tying up the GPU causing the other display to stutter.

I do have it running at 1080p, yes.

When not running, it's pretty normal. 135MHz, 0.85V.
