Clean Installing a Version of Windows 7 for Refurb PC on a Wiped HD?

I am getting this computer from a neighbor. The HD is bad so I'm going to swap it out, could I use a copy of Windows 7 for Refurb PC to do a clean install on the computer? And does it come with a product key?

If there is a sticker on the case you can use that key. If there is no sticker, use a program like ProduKey before you reformat.
