Pc FPS randomly shits its self?

my mate has a problem with his computer this is what he is saying:

Normally I would run at a solid 60fps plus with no fps drops on every game but all of a sudden my fps drops to 10-30 for a couple minutes and then goes back to normal

Geforce GTX 760
Intel Core i5-4590
16GB RAM
Windows 10

What PSU does he have? What temperature is his GPU and CPU running at when it happens?

GPU: Radeon RX 7900 XT 

RAM: 32GB 3600MHz

HDD: 1TB Sabrent NVMe -  WD 1TB Black - WD 2TB Green -  WD 4TB Blue

What PSU does he have? What temperature is his GPU and CPU running at when it happens? 

700w power supply CPU temp: around 80 GPU 80 as well

i have not seen his set up but im pretty sure its a basic 2 in and 1 out fan and he has a stock cpu cooler

could be that you are running out of memory

What 700 watt psu? Antec? OCZ? Diablotek? Superflower? Corsair?

What games specifically? Diabo 3? Black Ops? Minecraft? Civ 5? Crysis 3? Hello Kitty Island Adventure? CLub Penguin? Witcher 3? Skyrim? Fallout 4? Wizard 101? Poptropica?

its only using around 40%

even when the issue arises? (memory leaks cause the ram to slowly fill, eventually not being able to accept any more it so it's moved onto the hard drives or SSDs, which are much slower, causing performance dips).

BTW this is system ram not GPU ram (which may also be the issue, some games may exceed it's 2GB capacity, moving those tasks onto the system memory, with a similar effect.)

Sounds like thermal throttling (The CPU most likely) getting too hot and turning down its clock speed so it can still run.

Try re-applying thermal paste on both and maybe investing in better case fans and/or a better CPU cooler.

i have told him to buy a aftermarket cpu cooler to see if that works because his still using the stock one

CPU = Too hot, too spicy (Subway reference)

 

Seriously though, your CPU should never run that hot. Not even my FX 8150 (when I had it) ran that hot.
