Obviously a graphical glitch, but what exactly would cause this to happen? GPU "artifacting" or something? Or poorly written software? Spoiled turnips? I have no idea. My friend found this vine a couple days ago and I can't stop watching it.

I can only guess, maybe the animation/video got corrupted or skipped some frames.

If it's an image-based animation, which it probably is, then it's broken.

If it's video, then it's corrupt.
