USB devices not recognised by Windows 8.1

Now, I KNOW this is an issue with windows as the keyboard flashes when the system posts and works in the UEFI. But even though xhci and ehci are disabled, the USB devices(mouse and keyboard) refuse to work. I don't have a PS/2 keyboard and I doubt that would work anyway. The rear audio still works, however.
